Are there any free foreign exchange student programs for America to Germany?
I'm going into tenth grade, and want to go to Germany for my junior year. My friend is going Germany this coming year, but she doesn't know the programs name and she is going completely cost free, and for a whole academic school year. Do you know any programs like this one?

Try getting an internship over there. It pays some money. I don't know how much, depends on the job.

Why would you want to do it without papers when there are legitimate ways, especially for students? A visit to the nearest German Cultural Centre or joining a student exchange programme at your faculty/college would set you in the right direction. Also, depending on your country of origin, the German government sponsors foreign students for learning German in Germany and offers a great variety of courses. And you might also want to consider joining an international charity or an NGO active in Germany that has paid schemes for foreigners.

The entry requirements for a country is based on your country of citizenship, not country of residence. An as Indian citizen, you have different rules that apply than if you were a US citizen. All the information you need can be found on the website of the Germany Embassy in India, which is linked below.

Tourist visa to Germany and a valid passport.
3 :
For entry into Germany: Tourist visa for Germany, valid passport, Re-entry back to the U.S: Valid passport, valid F1 visa and a valid I-20 which is signed on the third page by the DSO at your school.
