Am I a Resident of Germany ? I am asian student trying for a working holiday maker visa?
I would like to know is it possible for me to apply for this visa which the website states the following condition. " Please note if you are not normally resident in Germany we will not be able to take on your application We generally advise people to apply in their home country before travelling."

call your local immigrations office or embassy.

usually resident means you are living in the country (legally of course) regardless of situation. I.e. if you are a student on a student visa, living in germany, usually you would be considered a resident of germany (though obviously not a citizen). Though each country may have its own rules.

in Most situations, foreigners have to go to their NativeCountry and submit the applications to the Embassy or Consulate.
