You can do this independently of your school. Go to afs.org and request a catalog of countries. Some places have certain requirements you have to meet (language, age, etc.) but most are open to any high school student. You can also pick between summer, semester, and year-long programs. Once you decide where you want to go, you'll meet with your local office and fill out an application. Warning: It's extremely long. Luckily, from what I saw, they seem to accept almost everyone who applies. The program is expensive (about $10,000 for a year), but I think they do offer scholarships to families who can demonstrate financial need. Be sure to check with your school counselor before you leave about how your overseas credits will transfer. I made that mistake, and it set me back a grade in school! Good luck :)

Contact your school/university and ask. Since they have exchange students there, there are probably some mutual programme.
